Police Commissioner Ramsey released a video to the press which the Department recently uploaded to their Youtube channel, it shows some of the January 7th encounter between Philadelphia Police officers and 16-year-old Darrin Manning. Manning is charged with assault, resisting arrest, and reckless endangerment after the incident in which he says he was assaulted by a female police officer during a “pat-down.” Manning’s trial is set for March 7th in Courtroom F, Family Court.

The whole video on the Philly Police YouTube channel is over an hour long, with about 18 minutes of recording during the Manning encounter, and perhaps 4-5 minutes of frames showing relevant action. It was recorded by a Philly Police surveillance camera on the northeast corner of 15th St. at Girard Avenue.
The following video is a little over 8 minutes long and comprises the substantial action concerning the arrest of Manning. It begins with a view to the east down Girard Avenue from the camera on 15th Street, and shows a group of boys running from the direction of the subway, quickly followed by a Philadelphia Police van, and ends after the police cruiser in which the teen is eventually transported leaves the scene.
After you first see a subject slammed against the police van (00:38), you then see a struggle away from the vehicle (00:45) and back, then you see Manning crawling, apparently handcuffed, on his back away from officers (01:00).
A female officer, presumably the officer against whom Manning is alleging assault, is a prominent figure in the recording, she can first be identified at about 01:23 swinging her baton on the northwest corner of 15th and Girard, and a few seconds later chasing off a bystander who seems to be yelling and attempting to record.
The female officer is also seen leading Darrin Manning away after he is taken out of the police van and across Girard to a police car on the southeast corner. Here an inexplicably extended frisking with several officers takes place against the cruiser, wherein the action is not easily discernible.
During the course of the video approximately 10 PPD vehicles arrive on scene, parking in the intersection and on curbs.
An additional camera which is located at Girard Avenue and Carlisle Street may have recorded additional footage, the police department has not released any video from the location.

My sister is one of my heroes. That’s why I am forwarding a letter she wrote, and a short film I produced to expose the real corruption that’s going on in Philly.

The Letter:
Perhaps you may know my brother, Lenny Friedman.Lenny has been documenting our local Holocaust Survivors, Liberators and Educators for over thirty years. He is still working in this field, but has taken out some time to produce a short film about our situation. I believe the film speaks for itself, and even though it was done to expose the corruption in our Family Court, it was done in such a way that it leaves one to ponder what the future holds for our city. The lead lawyer from the opposing side, whom is mentioned throughout this report, has now been elected a judge after her third run. The following is a draft of a letter that has been circulated to an array of individuals. I hope you will investigate this, since we have not seen our granddaguhter for three-and one-half years. We miss her very much, and our hearts are broken.

To whom it may concern:
I would like to lodge a complaint against the Philadelphia Family Court, a complaint which stems from a custody case. My own investigation into the said case has amassed evidence suggesting that the corruption amongst these Judges is well documented, and court records will confirm that they are true.
The allegations that I am presenting are riddled with Obstruction of Justice, Perjury, Tampering with witnesses, covering up crucial evidence, and totally ignoring my civil rights in a matter that has been on-going for several years. The allegations also involve court appointed persons, and others that were instructed to lie under oath by persons that were not licensed to perform the task handed them. There are also elements that involve an array of conflicts of interest, as well as other illegal issues that not only portray misconduct and conflict of interest issues, but actually show a pattern to the why and how these individuals were able to abuse their power while entertaining only one side of what turned out to be entrapment. The judges that are under investigation from this court already and the traffic court judges are a snapshot to a much larger picture of criminal activities that are happening at this moment.
There is also a question of duty when it comes to confidentiality that continues even after the client-lawyer relationship has terminated, information that was used to the disadvantage of a former client, and information that the judge totally was aware of throughout the hearing, yet allowed this information during a time that this complainant was not represented by her attorney, a person that abandoned the case in mid-stream. The records will also indicate that this case was based on allegations that were never proven, and the tardy filing of sanctions that confirmed that same attorney knew all along that the case was bogus, and the petitions filed by the opposing attorney were nothing more than hearsay and lies. Yet, she let it all fester into something that is so unbelievable, that it boggles one’s mind.
When you review the information that reveals the unbelievable goings on behind the scene, you will be astounded. This goes deeper than you might think, and corrupt judges are getting away with unspeakable crimes. Please contact me so that I might share the facts with you. This complaint is real and when you inspect the evidence, you will realize what I allege is worthy of your consideration.
