DA: SEPTA cop handcuffed woman who tried to file complaint

By Alex Wigglesworth (Philly.com) – A former SEPTA transit officer is accused of handcuffing a woman who tried to file a complaint against him in the aftermath of an argument that erupted inside a Dunkin’ Donuts Christmas morning.

Douglas Ioven, 42, will be charged with official oppression, false imprisonment, reckless endangerment, simple assault, obstruction of law and retaliation against a witness, the Philadelphia District Attorney’s Office announced in a news release.
